APF deepens cooperation with UN partners

Identifying new ways to build the capacity of national human rights institutions (NHRIs) to promote and protect the rights of vulnerable groups was the subject of recent discussions between the APF and two key UN partners, the United Nations Development Programme (UNDP) and the United Nations Population Fund (UNFPA).

Ms Pip Dargan, Deputy Director of the APF secretariat and APF Gender Focal Point, met with representatives from both agencies in Bangkok earlier this month.

In the coming 12 months, the APF will partner with UNDP to deliver a series of programs to support NHRIs in the region to better work with lesbian, gay, bisexual, transgender and intersex (LGBTI) communities and advocate for their human rights, including:

  • A regional conference in 2017 to mark the 10th anniversary of the adoption of the Yogyakarta Principles
  • Training courses in the South Asia, South East Asia and Pacific sub-regions
  • Support for NHRIs to mainstream into their strategic plans and work programs human rights issues concerning LGBTI people
  • Assistance for closer consultation between NHRIs and LGBTI communities.

Ms Dargan also met with representatives from UNFPA to discuss opportunities for the two organisations to strengthen the capacity of NHRIs to incorporate women and girls' rights and sexual and reproductive health and rights into their regular work program.

"This is a pressing issue for many of our member institutions," Ms Dargan said.

"As part our 2015 training course on women's and girls' human rights, representatives from NHRIs in South Asia identified reproductive rights as one of the key issues affecting women and girls in their respective countries."

Following that training course, the Afghanistan Independent Human Rights Commission hosted a landmark workshop on reproductive rights in Bamyan province in June 2016, with financial support from the APF.

Ms Dargan said that the partnerships the APF had established with UNDP and UNFPA were invaluable in helping to enhance the support and expertise available to APF members.

"Our shared goal is to strengthen NHRIs so they can work more effectively and help build communities that are safe, fair and inclusive for all."
