APF praises contribution of outgoing Chairperson

Dr Sima Samar brought strategic leadership, diligence and enthusiasm to the role of APF Chairperson and advocacy for NHRIs at international forums.

The APF has praised Dr Sima Samar for the leadership, diligence and enthusiasm she brought to the role of APF Chairperson.

Dr Samar, who has led the Afghanistan Independent Human Rights Commission since its establishment in 2002, concluded her term as APF Chairperson in September 2018 with the introduction of the APF's new governance structure.

The new governance structure was adopted on 1 January 2018 following a four-year period of governance reform discussions.

"We are incredibly grateful to Dr Samar for the time and energy that she generously devoted to the work of the APF," said Kieren Fitzpatrick, Director of the APF secretariat.

"Dr Samar has always been a strong and unstinting advocate for the APF's strategic goals, both within the Asia Pacific region and on the international stage."

Mr Fitzpatrick said that Dr Samar has a deep appreciation for the value of collaboration between national human rights institutions (NHRIs), as well as the unique contribution that NHRIs can bring to discussion of human rights at the United Nations and other global forums.

"This is drawn from her daily experience leading an NHRI operating in one of the world's most complex and challenging environments," he said.

"These experiences also make her an exceptionally powerful and credible voice for human rights, justice and democracy."

Pip Dargan, Deputy Director of the APF secretariat and APF gender focal point, praised Dr Samar for her efforts to promote the independent participation of NHRIs at the UN Commission on the Status of Women.

"Dr Samar has a global reputation as a leader for gender equality and the human rights of women and girls," Ms Dargan said.

"She was unfailingly generous in sharing her insights and experiences with governments, UN agencies, civil society groups and others during our advocacy campaign in New York."

Emeritus Professor Rosalind Croucher, President of the Australian Human Rights Commission, was elected APF Chairperson for the next two years at the 23rd Annual Meeting, held in Hong Kong, last month.

Professor Croucher will lead the newly-established APF Governance Committee, which includes representatives from the NHRIs of Mongolia (Deputy Chairperson), India, Jordan and Qatar.
