Commission promotes local participation in UPR process

Specialists from UPR-Info will travel to New Zealand to run the pre-session and deliver training programs for civil society organisations.

The Human Rights Commission has opened invitations for local organisations to participate in New Zealand's first in-country Universal Periodic Review pre-session and related training.

On 21 January 2019, New Zealand will undergo its third Universal Periodic Review (UPR) by the UN Human Rights Council in Geneva.

This is a significant international review of New Zealand's human rights record by UN Member States, with recommendations to be made to the New Zealand Government.

The recommendations that the Government accepts will inform its policy and legislative agenda and the development of New Zealand's National Plan of Action on Human Rights.

In order to enable the participation of civil society organisations, a "pre-session" is held in Geneva approximately one month before the review. These pre-sessions are run by the Geneva-based organisation UPR-Info.

However, this year, for the first time, the Human Rights Commission will host an in-country pre-session in Wellington on 26 October 2018.

Specialists from UPR-Info will travel to New Zealand to run the pre-session and deliver training programs.

This will bring the UN process closer to home, raise public awareness of the UN human rights system and allow local organisations unable to attend the Geneva pre-session to participate.

The pre-session will be similar to the one held in Geneva, following the format of a panel discussion between civil society groups and diplomatic representatives of UN Member States who will participate in the UPR process.

The panel will be made up representatives from a broad range of civil society groups and a representative from the Human Rights Commission.

Training will also be offered in the week leading up to the pre-session on key UPR-related topics.
