​NHRCK develops index for protection of human trafficking victims

The Index, which State agencies are being encouraged to adopt, includes 27 actions related to “identification” and 15 actions related to “protection”.

The National Human Rights Commission of Korea has developed an Index on Identification and Protection of Human Trafficking Victims.

Early identification of human trafficking victims is the starting point to prevent further damage and provide help to victims, the Commission stated.

The Index includes 27 actions related to "identification" and 15 actions related to "protection", including providing shelter to victims, measures related to police and immigration, provision of medical service and protection from further damage.

The National Assembly of the Republic of Korea ratified the UN Protocol on Trafficking in Persons in May 2015.

In November 2015, the UN Human Rights Committee recommended that the Korean government broaden the definition of trafficking in persons to meet international standards and provide every necessary measure to identify and help victims of trafficking.

The Commission said it hoped that the Index it has developed can assist Korea to conform to international standards and prevent human rights infringements through the early identification of victims of trafficking.

The Commission has recommended that the Ministries of Justice, Employment and Labor, Gender Equality and Family, as well as the National Police Agency and metropolitan local governments, utilise the Index to develop measures to prevent trafficking and protect victims.
