NHRIs set to gather for global conference

The ICC annual meeting will focus on the role of NHRIs to respond to a range of pressing national, regional and global challenges.

With war and conflict in different parts of the world forcing millions of people to flee their homes, the annual international meeting of national human rights institutions (NHRIs) will focus on their role to respond to these pressing national and regional challenges.

NHRIs from all four regions will meet in Geneva from 21-23 March 2016 to share their experiences and perspectives on:

  • Working in conflict and post conflict situations
  • Promoting and protecting the rights of refugees, asylum seekers, migrants and displaced persons
  • Adopting a human rights-based approach to confronting intolerance, racism and xenophobia.

The 29th Annual Meeting of the International Coordinating Committee (ICC) of National Institutions for the Promotion and Protection of Human Rights will also include discussion of follow-up to the Merida Declaration.

The Merida Declaration, adopted unanimously at the ICC's 12th International Conference in October 2015, commits NHRIs to ensure there is a focus on human rights issues and approaches as countries implement the 2030 Agenda for Sustainable Development.

Amendments related to the accreditation of NHRIs

Following a roundtable discussion on accreditation at the ICC's annual meeting in 2015, this year's gathering will also consider amendments to the accreditation provisions in the ICC Statute.

The proposed amendments seek to clarify the role of the Sub-Committee on Accreditation to make recommendations on accreditation; the process to be followed by applicants wishing to challenge an accreditation recommendation made by the Sub-Committee; and the ICC Bureau's role to make final determinations on accreditation.

The ICC Bureau will consider changes to the Sub-Committee's rules of procedure. In general, these changes document existing practice and procedure. However, by codifying them, the process should be clearer and more transparent to member institutions.

The ICC Bureau will also consider three draft Practice Notes prepared by the Sub-Committee.

These serve a similar purpose to the Rules of Procedure by clearly documenting practice and procedures relating to the way the Sub-Committee:

  • Assesses an NHRI's performance
  • Initiates a special review, and
  • Defers an application for accreditation.
