Opportunity: Consultant to lead APF monitoring and evaluation project

Expressions of Interest must be submitted to the APF by 5pm (AEST) on Friday 13 March 2020.

The APF is calling for Expressions of Interest for the development of a Monitoring, Evaluation and Learning Framework (MEAL) Project to support the delivery of our 2015-2022 Strategic Plan.
This project aims to create a simple, easily accessible resource package for national human rights institutions (NHRIs) on the process of creating a MEAL framework.
The project will also support two NHRIs in the APF region to use these resources to develop and implement their own frameworks.
The project will be delivered in three phases that includes:
- Development of the resource
- Piloting the resource with two NHRIs, including in-country training activities and mentoring
- Final review of the resource and the project.
The APF are seeking bidders with demonstrated experience designing and implementing a MEAL framework, superior understanding of the monitoring and evaluation cycle, strong understanding of adult-centred learning and excellent communication skills.

Bidders are invited to submit a proposal for the entirety of the project, beginning in March 2020 and concluding in March 2023 that covers all phases.
The successful candidate will then enter into contracts divided by each financial year (APF financial year runs from 1 July-30 June) to cover the work that will be delivered in that financial year.
