Request for proposal: Mid-term review of AIHRC strategic plan

Afghanistan's NHRI is seeking proposals from suitably qualified consultants to conduct an independent evaluation of its strategic plan.

The Afghanistan Independent Human Rights Commission is seeking proposals from suitably qualified consultants to conduct an independent, mid-term evaluation of the Commission's 2014-18 strategic plan and action plan.

The mid-term evaluation, including the field mission component, is expected to be carried out between February and March 2018.

The final evaluation report must be submitted to the Commission by 31 March 2018.

Submission instructions

Proposals must be received on or before 00:00 (AFT) 31 January 2018.

Bidders may submit only one bid, consisting of two separate documents: (1) a technical proposal and (2) a financial proposal.

See Excel template for the Financial Proposal/Budget (available from the Commission website) that should be employed.

Bidders are solely responsible for the timely receipt of their bid responses by AIHRC. Any bid responses sent to an email other than the one stipulated above will not be accepted. Bid responses received after the due date and time will not be evaluated and will be rejected.

While the receipt of bids will be acknowledged, only those considered for final consideration will be informed. Please note that all communication must be received in writing or by email.
