Providing advice and expertise

Strong and effective national human rights institutions (NHRIs) play a crucial role in holding governments to account for their obligation to respect, protect and fulfil the human rights of all people within their borders.

In a region that does not have a comprehensive intergovernmental system to monitor, promote and protect human rights, the role and contribution of NHRIs is even more vital.

A fundamental role of the APF is to support the establishment of independent NHRIs in the Asia Pacific region and to strengthen those that do exist.

We provide advice and expertise to our members, governments, civil society and other groups on:

• Legislation to establish or re-establish NHRIs
• Legislative amendments to strengthen existing NHRIs
• International accreditation of NHRIs, including dedicated support for our members
• Comparative analysis of legislative good practice

We are often called on to provide advice to governments in the region on the unique status of NHRIs, including their unique roles and functions. This may include technical advice on compliance with the international standards for NHRIs set out in the Paris Principles; operational issues; and the development of "best practice" models for the establishment and operation of NHRIs.
