The role that NHRIs can play in times of conflict, crisis, emergency and national transition was a key topic of the 2012 SEO Network Meeting.


Following on from the success of last year's meeting, senior executive officers from each APF member institution met together in Sydney in April for a roundtable discussion of issues related to running effective national human rights institutions (NHRIs).

The two-day meeting, hosted by the Australian Human Rights Commission, allowed members of the APF's Senior Executive Officers Network to share their experiences on key management issues, such as supporting the transition to new Commission members and developing strategic plans for their NHRI.

During the discussions, NHRIs shared resources they had developed to guide their work in these areas, including a Planning, Monitoring and Evaluation Toolkit prepared by the Australian Human Rights Commission.

"Managing the operations of a national human rights institution is a unique and challenging role and it requires senior executive officers to have specific knowledge and skills," said Kieren Fitzpatrick, Director of the APF secretariat.

"These challenges can be greatly magnified when NHRIs operate in conflict situations or during a time of political instability."

Accordingly, a key topic at the SEO meeting was the role that NHRIs can play in times of conflict, crisis, emergency and national transition, as well as the difficulties involved in operating in such environments.

Other discussions considered the:

  • Participation of NHRIs in the international human rights system, including the perceived costs and benefits to individual NHRIs
  • NHRI accreditation process and the way in which the Paris Principles are being interpreted and applied by the ICC Sub-Committee on Accreditation
  • Involvement of NHRIs in developing or revising their State's National Human Rights Action Plan, as well as the role that NHRIs can and should play in implementing and monitoring the Plan.

The APF also provided participants with an update on upcoming training programs for APF staff and Commissioners; feedback from APF member institutions that had recently participated in the NHRI capacity assessment program; preparations for the 2012 APF Annual Meeting and the 2012 ICC Biennial Conference, and NHRI advocacy at the UN Commission on the Status of Women.
