The APF has met with the National Centre for Human Rights of Kazakhstan to discuss an upcoming Capacity Assessment with the institution.

The APF held preparatory briefings from 3-5 May with the National Centre for Human Rights of Kazakhstan (NCHR), senior Kazakh government officials and other stakeholders to discuss details of an upcoming Capacity Assessment to be undertaken with the institution.

The assessment, scheduled for 19-30 June, will be facilitated by the APF, the United Nations Development Programme (UNDP), and the Office of the High Commissioner for Human Rights (OHCHR).

The purpose of a Capacity Assessment is to provide a thorough analysis of the current strengths and capacity gaps of a National Human Rights Institution (NHRI) and recommend strategic priorities and actions to support it to fulfil its human rights mandate in line with the Paris Principles.

Through research, surveys and interviews with all staff and Commissioners, the Capacity Assessment team consider the mandate and functioning of the institution, its current capacity and what is required for its strengthening over the next three to five years. 

The APF and its partners also provide ongoing support after the assessment to assist the NHRI in implementing the recommended strategies and recommendations. This support includes mentoring, training, and technical assistance.

The virtual briefings were facilitated by Pip Dargan, Principal Adviser, APF Leadership Services and Rosslyn Noonan, APF Expert NHRI Consultant.
