NHRI staff complete new course on economic, social, and cultural rights

The APF has launched a new online learning course to strengthen the monitoring capabilities of National Human Rights Institutions (NHRIs) in relation to economic, social, and cultural rights (ESCR).

The APF has launched a new online learning course to strengthen the monitoring capabilities of National Human Rights Institutions (NHRIs) in relation to economic, social, and cultural rights (ESCR).

Developed in partnership with the Office of the High Commissioner for Human Rights (OHCHR), the course equips NHRI staff with practical tools for ESCR monitoring. It also deepens their understanding of the critical role data plays in monitoring ESCR and supports them in developing national projects focused on reporting, advocacy, and follow-up actions to influence policy and practice in advancing these rights.

Fifty-five participants from NHRIs across the Asia Pacific region recently completed the online programme, held between 9 September and 11 October 2024. Delivered in five modules, the course covered topics from the foundational principles of ESCR to advanced techniques in data collection, analysis, and reporting.

The programme combined self-paced online learning with interactive components in the APF’s learning and collaboration platform, the APF Community. A key highlight of the course was its practical focus: alongside theoretical discussions, participants applied their learning to real-world contexts. Live Zoom sessions offered an interactive space for sharing best practices, engaging in peer learning, and discussing challenges common to NHRIs across the region.

Participants reported strengthened skills and knowledge, and expressed plans to develop ESCR-related activities, use the training for internal staff development, and incorporate the knowledge into legal analysis, monitoring, and advocacy.

Three small grant schemes, funded by OHCHR, will support NHRIs in implementing national ESCR monitoring projects. The APF will provide follow-up support to monitor these projects and facilitate exchanges among participants in 2025.
