Strengthening SUHAKAM’s monitoring and evaluation
SUHAKAM has developed a monitoring, evaluation, accountability and learning framework to strengthen its work and operations, with support from the APF.
The Human Rights Commission of Malaysia (SUHAKAM) has developed a monitoring, evaluation, accountability and learning (MEAL) framework to strengthen its work and operations, with support from the APF.
The MEAL framework will enable SUHAKAM to monitor and evaluate the effectiveness of its Strategic Plan 2021–2025, as it works towards its vision of ‘a society in which human rights are fully respected, protected and enjoyed equally by all’.
As part of an ongoing programme of APF support, senior SUHAKAM staff participated in a series of MEAL workshops and courses facilitated by APF Manager of Capacity Development Aishath Fasoha, and APF Consultant Jill Chrisp.
This included completion of two APF capacity development courses: ‘Understanding the Basics of MEAL’, and ‘Planning and Implementing MEAL for NHRIs’, as well as practical activities and mentoring sessions intended to strengthen understanding of MEAL and to build leadership and expertise in the facilitation of MEAL processes.
The APF has developed a resource for NHRIs to assist them with developing their own MEAL framework. Monitoring, Evaluation, Accountability and Learning: A Guide for National Human Rights Institutions provides practical guidelines, tools and resources for NHRIs to integrate MEAL into their work.
The guide, available for download in English and Arabic, aims to support NHRIs to develop a MEAL framework and plan, enabling them to effectively monitor and evaluate their work, be accountable to their stakeholders, and learn from the results of their activities.
The APF will continue to support SUHAKAM as they implement their MEAL framework and develop MEAL plans for each division within the organisation.
